






Hydrogen Energy News has learned that on June 13, the National Development and Reform Commission (NDRC) issued a public announcement seeking comments on the "Administrative Measures for Cross-Provincial and Cross-Regional Electricity Emergency Dispatching (Draft for Comment)".
The document states that cross-provincial and cross-regional electricity emergency dispatching (hereinafter referred to as emergency dispatching) refers to a bottom-line dispatching measure that optimizes and coordinates resources across the entire power grid during the day-ahead and intra-day stages to ensure safety and supply security in electricity operation, in non-emergency situations such as sudden failures or abnormalities.
The document requires that when there are safety risks or a gap in electricity balance during electricity operation, resources should be allocated and prices formed through market-oriented means such as medium and long-term cross-provincial and cross-regional electricity trading and spot trading on a priority basis. When market-oriented means cannot fully resolve the issues, power dispatching agencies may organize and implement emergency dispatching during the day-ahead and intra-day stages.
Emergency dispatching should be orderly linked with market-oriented transactions. In principle, it should use elements such as the quotes, volumes, and trading paths of cross-provincial and cross-regional electricity spot markets as reference bases. The electricity volume for emergency dispatching should not exceed the scale that the receiving party has declared but not yet traded in the electricity spot market or inter-provincial incremental trading.
Adjustments to cross-provincial and cross-regional electricity volumes implemented by power dispatching agencies during emergencies such as sudden failures or abnormalities in the power grid do not fall under the scope of emergency dispatching.
Between the State Grid Corporation of China, China Southern Power Grid, and the Inner Mongolia Western Power Grid, resources should be allocated through market-oriented means across operating areas on a priority basis. When market-oriented means cannot fully resolve the issues, emergency dispatching across operating areas may be carried out as needed. The receiving party should submit an emergency dispatching application to the sending party, and both parties should implement it jointly.
In terms of the pricing mechanism, the on-grid tariff in the sending province for emergency dispatching is determined by adding the system operation fee for the corresponding electricity volume of the previous month to the market transaction price in the sending province during the same period. Among them, when the electricity spot market operates continuously, the market transaction price is determined based on the real-time price in the provincial spot market; when the electricity spot market does not operate continuously, the market transaction price is determined based on the average transaction price in the provincial medium and long-term market of the previous month.
The landing-side electricity price in the receiving province for emergency dispatching is determined by the higher of the upper limit of the settlement price in the inter-provincial spot market or the upper limit of the clearing price in the spot market of the southern region.
If the landing electricity price in the receiving province minus the on-grid tariff in the sending province, transmission prices at various stages, and line loss discounts is positive, the relevant fees are included in the system operation fee of the sending province and shared by users and power generation enterprises in the sending province, with a sharing ratio of 80% and 20%, respectively. If the landing electricity price in the receiving province minus the on-grid tariff in the sending province, transmission prices at various stages, and line loss discounts is negative, the relevant fees are included in the system operation fee of the receiving province and shared by users in the receiving province. Power generation enterprises settle accounts based on the market transaction price of the sending province plus the shared portion. Emergency dispatch transmission prices and line loss discounts are implemented in accordance with the standards approved by the national pricing authority.
When emergency dispatch for cross-province and cross-region DC special projects is in the opposite direction to the actual physical power transmission power, the cross-province and cross-region transmission fees and line loss discounts for emergency dispatch are used to offset the transmission fees and line loss discounts for the cross-province and cross-region DC special projects.
The power operation authorities of each province (autonomous region, municipality) shall, in conjunction with relevant parties, guide power grid enterprises and power trading institutions to clarify the distribution and apportionment methods for emergency dispatch electricity volume and electricity charges among the power generation side in the sending province, the user side, and the user side in the receiving province, in accordance with the principle of "who provides support, who benefits; who benefits, who bears the cost." Power grid enterprises and power trading institutions shall separately collect emergency dispatch-related electricity volume and electricity charges in accordance with regulations. Emergency dispatch electricity volume is not included in the apportionment of ancillary service fees or the assessment of deviation electricity volume.
For the settlement price of emergency dispatch electricity volume across operating areas, if the sending and receiving parties reach an agreement, settlement shall be made at the agreed price. If no agreement is reached, settlement shall be made according to the pricing mechanism specified in this method.
